Commentary for II Kings 15:17

בִּשְׁנַ֨ת שְׁלֹשִׁ֤ים וָתֵ֙שַׁע֙ שָׁנָ֔ה לַעֲזַרְיָ֖ה מֶ֣לֶךְ יְהוּדָ֑ה מָ֠לַךְ מְנַחֵ֨ם בֶּן־גָּדִ֧י עַל־יִשְׂרָאֵ֛ל עֶ֥שֶׂר שָׁנִ֖ים בְּשֹׁמְרֽוֹן׃

In the nine and thirtieth year of Azariah king of Judah began Menahem the son of Gadi to reign over Israel, and reigned ten years in Samaria.

It wanted to say, after 39 years passed at Azariah, Shallum reigned at the end of Azariah's 39th year and was killed after a month. And in the next year at the end of Azariah's 39th year and the beginning of the 40th year Menachem ruled.
